BJP alleges misuse of fund
ITANAGAR, Mar 02: The Arunachal Pradesh unit of Bharatiya Janata Party (BJP) has alleged misuse of centrally sponsored funds, the Special Plan Assistance (SPA), before the announcement of the upcoming parliamentary election by the ruling Congress government led by chief minister Nabam Tuki.
The party in a release alleged that the SPA funds meant for the infrastructural development of the state is brazenly misused by the ruling Congress government without following the laid down norms prescribed by the Planning Commission of India.
It alleged that the centrally sponsored Funds of Special Plan Assistance (SPA), Thirteen Finance Commission (TFC), Additional Central Assistance (ACA) and Border Area Development Fund (BADF) are allocated to various assembly constituencies across the state without inclusion of AOP by the District Planning Board and approval of the State Planning Board. As a result, these funds are not reaching to the grassroots level people.
The party demanded the State Government to immediately stop inviting tender under SPA fund.
“Otherwise we will launch democratic movement against the State Government,” threatened the release.

NBSU discusses development issues
ITANAGAR, Mar 02: The Nugong Banggo Students Union (NBSU) held a meeting at Pasighat and discussed various developmental issues of the Banggo, including the problems faced by the students studying in various educational institutes outside Nugong as well as to extend support to them.
Chairing the meeting, Karunath Pazing of Rasing village highlighted the various problems of Banggo due to negligence of the Government. He exhorted the youths to come forward and work for all round development of Nugong Banggo. He also stressed the need for construction of a road in Nugong stretching from Riew to Pongging village connecting all the villages in the area.
The meeting also discussed on opium menace and decided to deal with it with a zero tolerance approach. The Union will also decided to bring awareness about the importance of proper health, hygiene and sanitation practices, education etc. in the Nugong Banggo. The meeting also gave emphasis on ‘Green Revolution’ for economic upliftment.

ITANAGAR, Mar 02: The three days Arunachal Film Festival-
The film festival featured still photography, short films, documentary and feature films of different genres.
Attending the closing ceremony of the film festival as chief guest, Chief Secretary Ramesh Negi said that film making in Arunachal is a challenging task considering financial, marketing and promotional aspects. The chief secretary, however, opined that government should channelize it to promote the film as well as preserve culture.
Responding to a request Hage D Appa to the state government for establishment of film financial development cooperation for promotion and development of film industry in the state, Negi assured to consider it as a matter of priority. He hoped once the Conventional Hall is completed it would meet the requirement of film theatre for screening of films.
Later, Negi gave away prizes to the winners of the short films.
‘Unity and Diversity in Arunachal Context’ by Tako Siga bagged the first prize along with cash prize of Rs. one lakh, while ‘Innocent Truth’ by Neelam Raja and Friends Indeed by Tsangpa Norbu bagged the second and third prizes respectively.
Earlier, the Secretary IPR Dani Sulu said that the film festival this year mainly gave focus on exposing the young hidden talents and encouraging them in film making.
Sharing his experiences of film making, filmmaker and resource person Ashan Mujid said that we should try to bring our films to the global platform so that the whole world knows about Arunachal and its culture. NEW DELHI, Mar 02: Polling in the upcoming Lok Sabha elections is likely to commence in the second week of April and may be spread over seven phases, the longest so far, highly placed sources said today.
The probable dates for the commencement of polling are between April 7 and 10, the sources in the Election Commission told PTI while emphasising that the poll schedule was still being "fine tuned".
As of now, the plan is to have voting, involving over 81 crore voters, in seven phases but efforts are on to reduce that to six phases. The 2009 polls were held in five phases from April 16 to May 13.

Underscoring the importance of education in a man’s life, he further said that only through education, the true teachings and core values of religions would be properly understood and imbibed in practical life.
Responding to a memorandum by Tara Yorna Thomas, the organizing chairman, for the construction of retaining and compound wall around the church, Sanjoy assured all possible help and sought time to materialize it.

Aalo Forest Festival concludes with promises for sustainable development
AALO, Mar 02: The first ever Forest Festival of the State, the Aalo Forest Festival organized by Aalo Forest Division, Department of Environment & Forests under the leadership of Divisional Forest Officer Nyali Ete concluded at Gumin Kiin on February 28. The Forest Festival which was organized with an objective to create environmental awareness among the masses for sustainable development was attended by by legendry singer Moge Doji as chief guest.

While addressing the rally, Doi Tarak, Consultant, PHE & WS Division, Khonsa, informed that individual health and hygiene is largely dependent on adequate availability of drinking water and proper sanitation practices. Indiscriminate open air defecation is one of the main causes for transmission of diseases, like cholera, dysentery, typhoid and warm infections. Sanitary disposal of human excreta prevents the transmission of these diseases which can be done through construction of sanitary latrine, he said.
He said that the major causes of diseases in Tirap and Longding districts are due to consumption of unsafe drinking water, improper disposal of human excreta, improper environmental sanitation and lack of personal and food hygiene.
Attending the workshop at Ciruit house, Longding Chonai Wangpan, Consultant, PHESD, Longding spoke on community participation and behavior change communication (BCC).
BA Wangpan, JE, PHESD, Longding explained on what the water supply asset and fully covered (FC) status are. He informed that FC status is given to those habitations/ villages/ GPs which achieve 55 lpcd. He added that as of now the villages, namely Zedua, Kaiho and Wakka have achieved FC status. The water supply asset created under these villages will be handed to VWSC/ PRIs.
While handing over water supply asset including T&P, Pipe & fittings to GPC of Wakka/ Kaiho and Zedua resource person Doi Tarak highlighted the role of PRI/ VWSC in the management of drinking water supply and sanitation.
Highlighting the water quality, he disclosed SODIS (Solar Disinfection) technology wherein disinfection of water can be done using only sunlight and transparent plastic bottles of about 6 cm diameters. He also added that SODIS is a free and effective method to disinfect water, usually applied at the household level and is recommended by the World Health Organization as a viable method for household water treatment and safe storage.

Itanagar traffic warden needs immediate attention
Dear Editor,
The old saying goes like this “God helps those who help themselves”. For our ITANAGAR TRAFFIC WARDENS(ITW), it seems no God exists. They have no master to feed them in spite of daily hardships they face during duty; they are yet to receive their share of care and affection from the Govt. They are so dedicated and determined. They do their job tirelessly in the midst of high volume traffic of the capital. Without them, we would definitely have more chaos as they help and control the movement of vehicles and citizens whole day in scorching sunny days to chilled winter days and in return they get a meager salary of Rs.4300 per month. In fact, they don’t have their home department as they are paid by Urban Department for the time being. Two years and still counting, the traffic wardens are living at the mercy of petty Chillars in the name of monthly salary which is inadequate to survive a month. Still they are hopeful and keeping finger crossed hoping either for the regularization of job or hike in their monthly salary at a convenient time.
As a responsible denizen of the city, I’m very impressed with their work and want everyone to support and cooperate the good deeds of the ITW. Lastly I appeal to the concerned authorities to look into the grievances they are facing now.

APST helpline numbers not working
Dear Editor,
It is to bring in the notice of general public and particularly “Arunachal Pradesh State Transport dept”, Itanagar regarding the “APST Bus Service Helpline” which is being provided in Page 2 of your newspaper.
I tried calling in the phone no. provided, not once but several times. The response I got was not helpful, but it was rather disappointing and funny. While, calling the first no i.e. 0360 2212338, a local voice automatically replies “This phone no. is out of order, kindly dial after sometime”.
While, dialing the second no. 2351490, so called computer lady replies “Number your trying to reach does not exist, kindly check the number and dial again”. So, after calling these numbers, I suppose that our APST dept doesn’t have a working phone, that’s really sad.
I do appreciate the step taken by the APST dept of sharing the Bus routes, but it doesn’t make sense to me of them sharing the obsolete numbers. So, I hope that they share working phone no. or mobile number, which would be really helpful for the citizens of Arunachal pradesh.

Public transport be improved
Dear Editor,
Through the column of your esteemed newspaper, I would like to focus about regular traffic jam and increasing road accidents in capital complex because of undue growth in the number of private vehicles. I want to know what government is doing to tackle this problem. The public transport facilities have not kept pace with the increasing demand and the most ‘at risk’ are the pedestrians who run the risk of losing their lives whenever they move out. Most of the auto, tempo and tracker do not have indicator, reflective tape and single headlight working. Why traffic police overlook all this and harass only the public in the name of checking. So, here my suggestion will be improve the public transport system, road and regulate fair.

Arunachal readying for Lokh Sabha election
Arunachal is entering into election mood as major political parties have started announcing names of their candidates for the coming Lokh Sabha election. Few days ago BJP, NCP and PPA declared the names of their candidates. A number of independent candidates have popped up too. Some of the political parties including ruling Congress and Aam Aadmi Party are yet to declare their candidates. This coming Lokh Sabha election will witness intense battle in both Western and Eastern parliamentary constituencies.
In the western parliamentary seat it will be three way battles among BJP, Congress and PPA. The decision of PPA to field labour leader Jalley Sonam from Western Parliament constituency has made it three horse race. Jalley is expected to give tough fight to both former MP Kiren Rijiju of BJP and sitting Congress MP Takam Sanjoy. In eastern parliamentary seat it will be straight fight between BJP stalwart Tapir Gao and union minister Ninong Ering. However, it is expected that PPA and NCP may also put up strong candidates. The putting up of large number of candidates is good for democracy. It also offers ample opportunity to the public to choose best among all the candidates.
